Update -> Someone was helpful enough to let me know what the artists name is. The artist of this great F/f spanking scene is Frans Mensink and after doing some digging I found his artist page on Deviant Art:

Might not be a spanking artist at all,the editor might have said I need a cartoon of a girl getting spanked on a beach. For instance occasionally magazines like Playboy would have a spanking related cartoon by just a regular cartoonist. I tried to paste one of my favorites here but it wouldn't work. The title of it is, "He can't come out tonight, he's being punished." You can find it by Googleing the title. I thought it was cute 50 years ago and I still do. Since it's archived on the Internet I guess I'm not the only one.
